Not sure if this is a scam. Ordered parts 2 months ago. Can't contact them on phones or emails. Pretty stressful

Ordered items waited two weeks didn't get a tracking number. Emailed and apparently there was a system error, items were to be sent Monday via overnight express post, again no tracking number sent. Lodged a complaint with PayPal and conveniently tracking number was offered and stated Aus post recieved that item on the Thursday, even though I stated the item wasn't needed anymore, was also offered part refund which never happened. Hard to get in contact with, phones don't get answered and emails are slo. Quite disappointing as the product is good.
